The City of Orangeburg is currently seeking qualified candidates for the position of Terminal Agency Coordinator.

General Purpose:

Under administrative direction, the purpose of the position is to ensure agency compliance with SC Crime Information Center (SCIC), National Crime Information Center (NCIC), and the National Law Enforcement Telecommunications System (NLETS) policies and procedures. Position ensures all persons who operate an NCIC terminal are certified in accordance with NCIC policy. Position administers NCIC certification and recertification training programs for the agency and ensures the security of all terminals. Position develops and maintains training procedures and manuals for operation of NCIC systems and establishes written procedures that relate to the responsibilities, legalities and operational guidelines of the NCIC systems. Work includes preparing audit reports, findings and evaluation for all activities. Position monitors and facilitates problem resolutions and proposes remedial action and verifies implementation processes. Work requires objectivity, independent judgment and problem solving ability. Performs related work as directed.

 

Essential Duties and Responsibilities

Serves as the Orangeburg Department of Public Safety Point of Contact for all SLED/NCIC, and DMV (Drivers and Vehicle Identification Database) matters.

 

Ensures all persons who have access to operate an NCIC terminal are trained and certified in accordance with NCIC policy and that terminal operators renew their certification every two (2) years as required.

 

Ensures all persons who are certified to operate a limited or full access terminal within the agency are entered in the NCIC database and that all persons who are no longer certified to operate terminals are deleted from the NCIC database.

 

Coordinates access for all equipment. including NCIC terminals and printers; monitors terminal use, enforces system discipline assuring compliance with NCIC system policies and procedures.

 

Provides training and testing to new users and those requiring recertification in NCIC policies/procedures and the use of the system. Ensures that the agency is adhering to the "hit" confirmation policy as established by NCIC for in-state and out-of-state "hif' confirmations.

 

Prepares for SLED/FBI audits; assembles supporting documentation, statistics and logs; participates in exit interviews; receives letter from SLED/FBI advising of any problems/infractions; initiates any needed changes or corrections, notifies appropriate personnel, and enforces corrections.

 

Ensures that a secondary dissemination log is maintained for four (4) years as a result of criminal history information being disseminated to members outside the agency either verbally or in writing.

 

Ensures that agency terminals are placed in secure locations that prohibit unauthorized use or viewing.

 

Ensures User Agreements are current with current agency head signature.

 

Ensures compliance requirements for CJIS Certification and Recertification for all users. Attends CJIS User's Conferences and required TAC training.

 

Supervises the use of the departments Computer Aided Dispatch (CAD) system to ensure compliance with all applicable procedures and tracks necessary information as required.

SLED/NCIC Computer, Computer, Printers, Hearing Impaired Telephone, Tape, Recorder, Radios, General Office Equipment, Telephones, etc...

 

Knowledge, Skills and Abilities

 

MINIMUM TRAINING AND EXPERIENCE

Associate Degree or equivalent; supplemented by a minimum of five years' experience working with SLED/NCIC in the Communications Center;

 

Experience with equipment in a Communications Center to include: radio, telephones/ TOO/ TTY, voice recording and dispatch consoles; experience with computerized software systems to include CAD, teletype, database management and manipulation, plus web based applications;

 

 

Knowledge of basic computer terminology, principles, methods and concepts used with CJIS network operations;

 

Ensure that agency employees adhere to all NCIC policies pertaining to CJIS network operations;

 

Practical knowledge of the CJIS Security Policy;

 

Knowledge of computer security systems and procedures;

 

Knowledge of the principles of computer analysis, design, testing and documentation;

 

Knowledge of general operating principles and capabilities of computer software, and

Knowledge of word processing, spreadsheet and presentation software (Microsoft Office Suite);

 

Or an equivalent combination of education, training, and experience.

 

 

SPECIAL REQUIREMENTS

 

Successfully complete the Terminal Agency Coordinator course within six (6) months of employment

 

SLED/NCIC Full Access Terminal Certification Complete and maintain CJIS Certification

Valid SC Driver’s License

PHYSICAL REQUIREMENTS:

Tasks involve extended periods of time standing, walking, or sitting at a workstation. Tasks involve the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).

 

WORK ENVIRONMENT:

 

Work is performed in usual office conditions with rare exposure to disagreeable environmental factors. Tasks require the ability to perceive and discriminate sounds. Tasks require clear, organized, oral and written communications ability. Moderate noise level in the work environment is usual.

 

Position is full time with complete benefit package, with starting salary ranging from $28,500- $35,000.

Conditional offer of employment based upon satisfactory results from criminal background check, pre-employment physical, and drug screen.
