Purpose of Classification:
The purpose of this classification is to plan, direct, and manage the operations and staff of the 
Hillcrest Golf Club, and to serve as the Head Coach for the South Carolina State University (SCSU) 
men's and/or women's collegiate golf team(s), competing in the Mid-Eastern Athletic Conference 
(MEAC). This dual role is responsible for the excellence and alignment of both community and 
collegiate golf programs within the City of Orangeburg. Position is full-time with flexibility to
accommodate early mornings, evenings and weekends as needed. Significant travel is required for 
recruitment and competitions. Performance measurement standards and full-time work schedule is to 
be determined to support dual role.

Essential Functions:
The following duties are normal for this position. The omission of specific statements of the 
duties does not exclude them from the classification if the work is similar, related, or a logical 
assignment for this classification. Other duties may be required and assigned.

A. Hillcrest Golf Club Management & Operations:

•  Supervises, directs, evaluates and coordinates assigned golf course staff: develops and oversees 
employee work schedules; approves time sheets; handles employee relations, counseling, and 
discipline; completes performance appraisals; and trains staff in operations, policies, and 
procedures.
•  Develops and implements strategic plans, goals, and budgets for the golf course, including 
procurement, monitoring revenues/expenditures, and capital improvement planning.
•  Manages all aspects of golf course and facility use, including tee time coordination, customer 
service, pace of play, pro shop operations, food and beverage service, and rule enforcement.
•  Oversees golf course maintenance standards, including irrigation, turf management, pest control, 
aeration, and environmental stewardship of ponds, trees, and wildlife habitats.
•  Organizes and executes golf tournaments, leagues, and special events, including marketing, 
sponsorship solicitation, registration, and on-course logistics.
•  Performs marketing and public relations duties through schedules, flyers, social media, and 
community engagement to promote golf programming.
•  Provides golf instruction through group and private lessons and clinics for the community.
•  Attends departmental meetings as required. 

B. SCSU Collegiate Golf Program Leadership & Coaching:

• Serves as the Head Coach for the SCSU men's and/or women's golf team(s), responsible for all aspects of a competitive
NCAA Division I program within the MEAC.
• Recruits, evaluates, and retains qualified student-athletes in compliance with all NCAA, MEAC, and SCSU rules,
regulations, and academic standards.
• Plans, organizes, and conducts all team practices, training sessions, and competitions to develop student-athlete skills,
strategy, and performance.
• Develops and manages the team's competition schedule, including travel, lodging, and logistics for away tournaments.
• Instructs student-athletes on advanced golf techniques, rules, mental preparation, physical conditioning, and
sportsmanship.
• Monitors and supports the academic progress and personal development of student-athletes to ensure graduation and
positive citizenship.
• Manages the operational and equipment budget for the collegiate golf program in coordination with SCSU Athletics
administration.
• Represents SCSU and the golf program at conference meetings, alumni events, fundraising activities, and in the media.

C. General Administration & Synergy:

• Fosters collaboration and shared resources between Hillcrest Golf Club and the SCSU golf program, such as practice
facilities, course access, and joint community events.
• Performs customer service and administrative duties for both roles, responding to inquiries, preparing reports, and
maintaining records.
• Processes documentation and operates a business-issued computer utilizing relevant software for scheduling, budgeting,
communication, and data analysis.
• Communicates effectively with City officials, SCSU Athletics administration, staff, students, vendors, sponsors.

Additional Functions:
Performs other related duties as required.

Minimum Qualifications:

General Qualifications
Strong organizational, leadership, and program management skills. Excellent interpersonal, communication, and recruiting
skills. Proven ability to manage budgets, scheduling, recruiting, and compliance. Strong leadership or supervisory and
management skills.

General Manager Qualifications

Bachelor’s degree in public administration, Leisure & Recreation Services, Business, or a related field required; supplemented
by five (5) years of experience in golf course operations or any equivalent combination of education, training, and experience
which provides the requisite knowledge, skills, and abilities for this job. Alignment with the mission and vision of the City of
Orangeburg.

Head Coach Qualifications

Bachelor’s degree required, Master’ degree preferred; Minimum three (3) years of collegiate coaching experience in NCAA
Division 1 head coaching experience; five (5+) years of overall coaching experience preferred.
Current First Aid/APR certification (or ability to obtain within 60 days of hire). Demonstrated commitment to student-athlete
development and academic success. Alignment with the mission and vision of SC State University.
NCAA compliance training (as required).

Specific License or Certification Required: Must possess and maintain a valid South Carolina driver’s license. Must possess
and maintain a valid Professional Golfers’ Association certification.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions
and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function
effectively in the position.

Performance Aptitudes:
Data Utilization: Requires the ability to coordinate, manage, and/or correlate data. Includes exercising judgment in
determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of
organizational components, and in the formulation of operational strategy and athletic performance analysis.
Human Interaction: Requires high-level managerial, interpersonal, and motivational skills to lead staff, community members,
and student-athletes.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions
of equipment, machinery, tools, and/or materials used in performing essential functions.

Verbal Aptitude: Requires the ability to communicate effectively in various settings, from coaching instructions to public
presentations and official reports.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to
calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader
aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning
of an entire program or set of programs.

ADA Compliance:
Physical Ability: Tasks require the ability to exert moderate physical effort, including demonstration of golf techniques,
walking the golf course for extended periods, light lifting (12-20 pounds), and typical golf course management activities.
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors, sounds, depth, and visual cues.
The role requires the ability to communicate orally and effectively observe athletic performance and course conditions.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such
as dirt, dust, pollen, odors, wetness, humidity, rain, temperature extremes, traffic hazards, bright/dim lights, toxic agents,
animal/wildlife attacks, animal/human bites, or rude/irate customers. Performance of essential functions requires
exposure to typical golf course and outdoor athletic conditions, and occasional exposure to adverse interactions.
Travel is required for team competitions.
